I guess I've never really been bothered by things being low effort. I don't care how much work the designers do, I care how good the end results are.
I think this pokemon has an interesting appearance, even if most of that is because toucans are just inherently nice looking.
Also, from an in-universe perspective, the transition from second stage to third stage is quite the jump. I like it when the final stage is a drastic change from the previous ones, and the heavy exaggeration of the beak here is kind of funny.
I'll admit that most of my arguments basically just boil down to "I like it" though.
