It's because GF feels they need to justify in canon why a Pokémon couldn't evolve before via a pre-existing method. Why do you think we get new items to evolve old Pokémon or they create entirely new evolution methods (i.e. move evolutions)? It just how the are as much as I hate it and so far the only time they've straight up retconned (not counting a fuck up with Lickitung and Rollout I think) was Feebas and it was because they had to technically.
