The Humanoid Pokemon will need Background Checks (Lopunny, Gothitelle and especially Gardevoir) to make sure you are mentally stable and won't start trying to fuck them if opposite gender of you.
The more combat oriented Pokemon need a license (Blaziken, Charizard, Metagross) just like owning a gun. (When a cute pokemon evolves into a combat oriented one, you need to register for a license as soon as possible)
f you have a Mega Stone and your Pokemon can mega evolve, you also need a "Mega License". Same goes for Z-Rings and Z-Moves. You need a "Z-License"
Ghost/Poison Pokemon are banned in the city limits unless they are inside their Pokeballs
If there is only 1 Legendary Pokemon in existence it's banned period, If you are caught with one, Jailtime is served and your Legendary will be release to preserve the balance.
Semi-Legendaries pokemon with multiples (Darkrai, Celebi, Legendary birds) are reserved for Government and Military personnel
