This is baseless speculation. It's more likely that UB-01 just mimics Lillie, but even if they DO have human forms, that doesn't mean they can't be pokemon. Ditto can turn into humans. Many pokemon look similar to humans. In-game, Sinnoh myth says that Pokemon used to be humans, and you might know that if you weren't a stupid GenWunner coming from your precious Pokemon GO.
