They also appear in between the Legendary mons. They are just as much of a mon as any of the 700+ we have. So no, we won't have a Notch eared Pichu, fortunately.
Also, fun fact, if you transferred Cosplay Pikachu to XY from ORAS, it turns into a regular Pikachu which you can bank (I'm not 100% do so take with a grain of salt).
