It wont be better than Liepard, since Knock Off is equally strong and it has prankster on top off it. Liepard also has better Attack than normal Persian, and even with a stat rearrangement it will either be too slow or to weak compared to Liepard, considering Alola Forms wont get like +50 in their BST

You could also use Knock Off and U-Turn as attacking moves since it has equal offenses, also Knock Off doesnt require set up to hit hard which is always dangerous considering its frailty.

In order for it to be UU first you have to compare it to the other offensive dark types in UU.
Hydreigon is the absolute best dark type in UU currently. It has amazing coverage, no counters and a shitton of sets.
Krookodile follows it as the second best dark type, it's the most common pursuit user, can set up rocks, use a band/scarf set with no issues, can intimidate or clean up with moxie.
Crawdaunt sports the strongest knock off in the game, has priority and hits like a truck. Has plenty of viable sets as well, such as DD/SD/Sash/Choice/LO.
Mega Sharpedo is predictable as fuck but good at doing its thing, if it's not forced to switch after it megas and doesn't lose its speed boost it's amazing at clean up duty.
Mega Absol is ok and gets walled by fairies way too easily, it still has some nice boosting, a pretty good speed tier and priority

All these guys have more than 100 attack, priority and either good speed tiers or ways to boost them.

If Alolan Persian is anything like normal Persian then it doesn't fit the profile of an UU pokemon.

The only way for A-Raticate to outdamage guts+facade is against psychic and ghost type pokemons (and even then they die to sucker punch anyways). This is if we don't take into consideration the loss in accuracy. The double fighting weakness does not matter because normal raticate dies to a hidden power fighting from scizor. Raticate literally dies from EVERY SINGLE FIGHTING TYPE MOVE IN THE GAME normally. The double weaknesses doesn't change anything.
Normal raticate will never survive a fighting move. Doesn't matter if it's x2 or x4.
