No. This is the original sprite. Pokemon Blue did some weird redesigns on some Pokemon. Koffing is another really noticeable one.

I think blue was based on comic sprites desu. Yellow is anime inspired and the one gold and silver took as the base inspiration.

But the Clefairy and Koffing's sprites look nothing like the Pocket Monsters manga, and Special started after Blue's release. Alongside the anime actually in 1997.
