Serious Question:
We already know that HMs are TMs now and still usable in battle

Now: Are they usable as they were until gen 6

I mean, If I teach my Wishiwashi Surf.... Can I actually Surf On it? Just like Rock Smash or Flash in gen 5
Or am I using just lapras?

You never actually rode on it anyway unless it was a lapras or a sharpedo, it was just a blob in the water.
I don't think they will have outside of battle effects anymore but nothing has been confirmed.
