Is Kanto, and the various regions in general, an ethnicity? The tourists from Kanto in Gen 6 looked asian.

Kanto, Johto, Hoenn, and Sinnoh are EXPLICITLY stated to be based on various parts of Japan, so together, they'd all just be Japan

So of course people from Kanto are Asian

yeah, take Tokyo-ben for example: there're two distinct dialects called the "Yamanote" and the "Shitamachi."

and there're regional dialects as well, like Kansai-ben, etc.
