Look, i agree that every other Ice-type except Articuno (couldn't they at least swap its speed and defense?) does look slow, but what exactly did stop them from making Ice-types that are fast and hard-hitting? There aren't even many Ice mons, anyway. Here's a list of possible Ice-type concepts that could have 100 speed or more and also respectable attacking stats:
>penguin
>Arctic tern
>reindeer
>porpoise/orca
>husky
>narwhal
>puffin
>snowy owl
>peacock with snowflake for a tail
>hummingbird
>krill
>stork
>ptarmigan
>various mustelids
>Arctic hare
>goose
>ski
>dove
>snow leopard
>eagle
>mountain goat
And many more. But GF still insists on making slow and defensive Ice-types. I don't dislike them, but it's like they want Ice, such a rare typing, to suck.
