Judging a design should have multiple factors. There's multiple ways to judge a Pokemon, and deciding one in the line is shit because of its line is wrong. But at the same time, it can lose points for not making sense in context.
By the same virtue, a design in an excellent line can also be good by its own design, and only be made better by its evolutions.
