Is their any real confirmation they're legendaries?

I assumed they were more like demi legends
Pseudos a better term but that's taken

There's been cities before where they treated a normal Pokemon as a local legend

When you catch a high tier legendary like Palkia or Arceus, they get disconnected from the forces they control. That's why you can't straight up destroy the universe by catching them. I also imagine that arceus is just playing along whenever he is caught. He probably just leaves to go do whatever needs doing upon being returned to his pokeball.

They're actually designed black though, with other colors and details and stuff intact. It's not like the PokéStudios opponents where the "shiny" sprites were just a pure black silhouette, which I assume is what you're basing this on.
