And the past 4 main series installments have had shiny locked cover legendaries. Though I suppose Kyurem may be considered the cover legendary of B2/W2, in which case it's not shiny locked, and only Zekrom/Reshiram are in those games.
By your logic Deoxys, Mewtwo, Rayquaza, Groudon, and Kyogre aren't shiny locked either. You can get them in earlier games.
