Why couldn't these evolve further? They certainly don't look fully-evolved at all.

I feel like out of those only Heliolisk and Ribombee are the only ones really "not fully evolved". But on the same note I feel like Pyroar and Heliolisk were always meant to get Megas. Same with all the Gen 6 starters. But I guess I wouldn't describe them as not fully evolved. Just, lacking? I guess.

Donphan and Honchkrow look like fully evolved.

Swellow is shit because it's the only regional bird with 2 stages instead 3.

Heliolisk deserved to be even better, with a big collar around its neck. Biggest disappointment.

Heliolisk, Swellow, Donphan, and Honchkrow look pretty fully evolved (to me anyway).

I suppose I could maybe see evolutions for Heliolisk, Swellow, and Donphan making them over the top, but then we might be entering Gen IV territory where the opinions would be pretty split.
