It fell off because 110 sp. atk isn't what it used to be especially with its relatively limited coverage options. When the 'staple' set for your pokemon is two electric moves, a hidden power and then either shadow ball or signal beam you know it has movepool problems.
Anyways Snorlax is probably the most powercrept pokemon out there atm. It fell off a bit in gen 3 but just plummeted in gen 4 as fighting type became more common coverage and had better moves, and its once amazing defenses just couldn't stack up without reliable recovery.
