Weaknesses alone don't make a Pokémon good or bad. Tyranitar has one of the shittiest defensive typings in the game; it's still a really great Pokémon.
If this Pokémon has excellent stats and great coverage moves (it should have access to Ice-type moves if it stays Bug/Water), it will be an above-average Pokémon.

And Bug/Water isn't that terrible. It only has three weaknesses, and Bug- and Water-type moves hit through a lot of Pokémon.
