If you have access to vitamins like Iron or Carbos, give it to your Togepi for a small increase, and try to keep it in your party for as long as possible, as taking steps gives it a very small boost to happiness. Having it faint, using bitter herbs, or trading it will reduce its happiness, so try to avoid these things.
