Second of all, the "amount of change" that occurs between alternate forms can be just as big as the change between evolutionary stages. Look at Hoopa Unbound or Shaymin-Sky and tell me what, from a purely visual standpoint, marks those as forms rather than evolutions. The answer is fucking nothing.
Thirdly, the lore behind the change from Type:Null to Silvally makes it an evolution rather than a form. That's because it's based on the bonds of trust and friendship between it and its trainer - which is something that has been known to be a method by which Pokemon can evolve, and never has been a method by which Pokemon change forms. The actual physical change that takes place during the evolution really doesn't matter at all - only the reason behind it. Slowpoke evolves into Slowbro when a Shellder bites its tail - and barely physically changes otherwise during the process - but that's still an evolution too.
Lastly, Silvally's signature feature, the glowing blades on its head that indicate its current type, aren't present on Type-Null - they emerge when it evolves. The helmet is only the bronze part of its head when it's Type-Null - the grey parts are still there when it becomes Silvally, they just become white instead (look, another evolutionary change!). So it doesn't "just lose the helmet."
