Going from base stats, with Fur Coat it effectively gives Persian a damn good 120 Defense, and with an Assault Vest it's Sp.Defense to 97.5, which is okay, though it has only 65 in HP, which is terrible.
With moves like Fake-Out and U-turn it can phaze and run against slower pokemon with it's decent speed of 115. Not to forget Knock Off getting a STAB boost. Feint would be great in Doubles. If you run a Special set with Nasty Plot, you might want to add Foul Play to the set. If you want to be annoying Bite gets a STAB boost on Persian now, and with Technician it goes from 60 to 135 in power, while once and a while causing flinches. Faint Attack gains the same amount of power, but no flinch chance. Aerial Ace, Feint, Fake-Out, Thief, and Hidden Power also can appreciate the Technician boost. Tech boosted Aerial Ace and Play Rough can check it's Fighting type weakness, while the former can take on Bug types.
