Burned partner in dubs or trips battle. Not better than other means but still an option. Especially if you're healing the burn of a pokemon with water absorb.

You're meant to use it with Scald, a Water-type move that Primarina should be able to learn. Scald burns the opponent, and Sparkling Aria deals damage and removes the burn.

Sparkling Aria probably has the same effect as Smelling Salts and Wake Up Slap; it has 70 BP usually, but it will have 140 BP if it hits a Pokémon with the correct status (in this case, burn).

This move might see some use if Primarina gets Serene Grace as its Hidden Ability.

It's probably not strong enough to actually viably run, but that's clearly the logic Gamefreak had making the move.

There are only two ways this move will be of any use.
A) It does double damage (70 -> 14) on a burned victim [Variance of Smelling Salts or Wake-Up Slap]
B) It knocks the item off of a victim if they are burned [Fucks over Flame Orb users but not Toxic Orb users, which isn't really all that great]

I'm aware of the strategy. Scald only has a 30% chance to burn though. You're going to have 2 Water attacks for something that only has a 30% chance of happening? You might as well just be using Surf and leaving the extra slot open for something else.

It could have high BP and based on the name it could very well be a sound move. Burn heal might be a way to nerf a move that would otherwise be too powerful and to give it some doubles gimmick potential.
It also might serve a purpose as on out of battle move.

As it stands it's objectively better than Typhlosion, Meganium, and Delphox just off of those things alone. All it needs is decent bulk and SPA to be more useful than them.

I'm begining to notice that this "Primarina's signature move suck" thing is nothing more than a meme.

Also for the people saying that Tapu Fini makes Primarina useless, understand that pokemons can have different roles even if they have the same types, if you check the viability rank in smogon you will see there is 4 water/ground types that can be used on OU.

You actually gave a good point, sometimes you oppenent is being affected by a status you don't on it, with this you can just remove the burn and go for sleep or paralizes if you want.
