Higher level Pokemon are normally gym leader and team leader's signature Pokemon.

Zinnia outright says that Az's weapon doesn't exist in the other universe, and it clearly does in XY. Mega Evolution only exists because of that weapon being shot off, irradiating a bunch of rocks and meteors.

Even the developers consider Pidgeot to be his signature Pokemon. There was a Japan magazine interview during ORAS where they said that Pidgeot being so closely associated with Blue was the reason they chose him for a Mega Evolution. (and everyone was freaking out thinking Blue was gonna be in the game)

Okay, the reason he has no starter at all is the same reason Red has all of his, to not make a canon starter for Red and Blue.

Its the very same reason we won't ever see the protags of the other games, they don't want to make one canon over the other.

You can argue Pikachu is his starter, but you can also argue Pikachu simply counts as one of the possible starters, which is why they gave it to him. Pikachu is also the mascot of the series, and Red is the first protag, so it makes sense they would give it to him.
