Why is Wally's Gallade in an Ultra Ball when he clearly caught his Ralts in a Pokeball during the capture tutorial?

Retcon, oversight or can we finally transfer balls?

doesn't his ralts evolve into a gardevoir in rs and oras. So it's probably a different ralts

Steven uses a totally different, non-shiny Metagross in Battle Maison. He also gives the player a Beldum so we can deduce that probably breeds them.
