Mean Look ends if you switch out, so it's highly likely Spirit Shackle works the same way.
If Decidueye is lucky enough to get U-Turn, then Spirit Shackle+U-Turn will make for a nasty combo though. It'll give Decidueye complete control over the momentum of the battle, assuming he's fast enough and doesn't get himself slaughtered in 1 or two hits.

I found a flaw, is called predicting the spirit shackle and switching in something else.
You are playing the smogon format so I like to remenber you that Mega Loppuny is still a thing there, it has a free switch if you use spirit shackle and can beat your owl with thanks to Scrappy, also if it has substitute say good bye to your toxic too.

There is also Bisharp, it resist everything that Decidueye can throw on it, Weavile can also check Decidueye even thinking it doesn't get a a easy switch, and Gliscor carry knock off and it bulky enough to take some hits.

How many starters out of the gate ever became ou threats during the gen they were released.

Swampert, infernape. Greninja.

Evey other starter to make it to our or higher needed abilities or items that didn't come out until a generation or more after they came out.

And I feel these starters will suffer unless they get greninja level abilities.
