First seems most likely.
2 if the legendary is meant to be "special" and can only be obtained once, while the lower forms are breedable.
The dex ordering is wrong for 3, it's as wrong as you can get.
4 is possible, but hey seem more connect than that, and it feels like a logical progression of evolution. If they are seperate from the legendary, they would likely still be related to each other at the very least.
