It's design has literally nothing Ghostly about it. It's not undead, or otherworldly. It doesn't even look like a shaman.

With Dragon Gamefreak never even bothered giving it to draconic Pokemon since Gen 3. At least with that type it's expected.

So all fossil Pokémon are Ghost type right because they're extinct animals. What about other Pokémon based off extinct things that aren't ghost. The spiritual guardian part is right and agreeable but take that extinct animal crap out.

Grass/Dragon is more resistant to heat and rain while being more vulnerable to cold. It's a good way to depict Exeggutor adapting to a more tropical environment.
