Anyone can create a board there and decide what rules and whatnot it'll have. Also, childporn (actual childporn that is) is forbidden on all boards.

Owner of the board can decide if the board should be NSFW or not along with other rules. One upside of that chan is the larger size limits and webms with sound on any board.

Also, no idea of Hiro is actually going to kill off 4chan honestly, he has done shady shit in the past so I wouldn't worry too much about it.
