My first foray into ROM hacks and there's too many to choose from. What would be considered the 'holy grail' of ROM hacks? Preferably one that actually has finished development.

There's a mode7 app for RPG Maker XP you could use for a world map. Combine that with an event that changes the player sprite to that of the player riding on a flying pokemon and you've got your Soaring feature.
