Counting megas, the only starters taller than Incineroar and Primarina are Venusaur, Mega Venusaur, Feraligatr, Blaziken, Mega Blaziken, Mega Swampert, Mega Sceptile, Torterra and Serperior.
This leaves Blastoise and Charizard as the only Starters with Megas who are shorter than Meganium, who is also 5'11
