Some pokemon such as Alakazam have such a high IQ that it makes me wonder if they could be further integrated into human society.
The complete problem is that we don't classify pokemon as pokemon, the universe does. If it isn't human, can use special moves, and can go into a pokeball, it is a pokemon. Outside of that, there are traits that make pokemon related, such as typing, moves, abilites, etc.
The only way to get the "civil rights" aspect in there is to split the pokemon into various categories (probably varying intelligence) and then establish the level of societal integration they would be capable of. Because a Gardevoir being able to buy clothes makes sense, but a Growlithe doesn't. The lack of proper communication between humans and pokemon is another obstacle.
However, if wild pokemon were really as intelligent as they mean to be, common sense would say they could revolt with wonderful success. A fucking Charmander could torch a human to death if they wanted. So they are either, in actuality, fucking retarded or they like being slaves to humans.
