It fixed a lot of the bugs and balance issues of Red&Green.
So when Pokemon was exported to America, they took the Blue base and changed the encounter lists to match Red and Green. But called them Red and Blue.
A good example of shenanigans happening is that trade on Cinnibar where in Red and Green it was for an Electrodude, but in Blue it was for a Kadabra.... they reverted the trade, but didn't change the "oh the Pokemon you traded me evolved!" dialogue afterwards.
It was as if instead of getting Ruby and Sapphire, we just got two Emeralds: one with Ruby's encounter and trade lists, the other with Sapphire's and called Ruby and Sapphire.
