Yeah, I don't know what is that hanging toy with music incorporated to it is called but I get that vibe too from, presumably, Cosmog's theme.

He's shown with his mouth agape as UB-01 emerges from the portal in one of the earlier trailers.

Probably won't be as animated as other NPCs like Hau, but their smile is not painted on.

Not only that, if you listen to cosmog's cry in the trailer and then go back to watching the preview of the game at E3, you'll see a moment (around 13:00 something) where Lillie's bag emits a cry. It's Cosmog's, no doubts about it.
