Brionne has black eyelashes (whether feminine or not is up to you) and frills that take the appearance of a frilled ballerina skirt (?) along with bubbles on top of its ears being worn as pigtails. Arguable whether the white in its tail is made to look like ballerina shoes, probably not.
Primarina sheds its old skin and seems to now have it in its tail, alluding to a mermaid/selkie like appearance, but still having the white come off from it, looking more like a long frilled skirt rather than part of its tail. Two more frills, which thematically match maid frills, to go along with the "maiden of the sea" theme. Its bubbles now look like possibly either a tiara or a connection to the pink starfish (ocean inspiration) in order to make it look like it's wearing headphones, ears hidden by the starfish. Has a thin and long silhouette to go along with its long hair, said hair being held by bubble barrettes.
