Would it be OP for Decidueye to have an HA that gives it 100% crit chance? If the attack stat is sufficiently low enough, it will be like Azumarill's 50 -> ~150 base attack stat from Huge Power except with a weaker 1.5x boost and all the benefits of a critical hit.
