Lightning Rod allows it a free switch-in and raises it's special attack.

Static has a 30% chance of paralyzing an opponent from a physical/contact move that Raichu will most likely get KO'd from since it can't take a hit with base 55 Defense.

And in singles, having a free electric move switch in would be better than a para chance

Static is a pretty shit ability since no electric type with it is bulky enough to make use of it. Also lightningrod is pretty good in doubles.
