For instance we eat ducks so Psyduck would be considered edible.
Presumably in desperate times people would start eating Pikachus, Zigzagoons, etc... in REALLY desperate times they would probably start eating Eevees and Skitties.
Humanoid Pokémon like Hitmonchan or Gardevoir would probably be considered cannibalism. I would assume eating a Legendary would be considered a crime against nature.
Most Grass-types would probably be fair game. I can quite imagine people casually catching Oddish and then treating them like vegetables.
Several Poison-types are out of the question like Muk and Garbodor (though Garbodor could probably contain food that desperate people could eat like how some people eat out of trash cans IRL)
Some Pokémon like Skrelp could be eaten safely once you remove the poison organs like a Fugu fish.
