Baltoy and Claydol are based on the Dogu, ancient clay figurines of Japanese origin that some people believe are representations of extraterrestrial beings. If I remember correctly the Pokédex describes them as clay figurines brought to life by a mysterious power. So they aren't aliens, just mysterious beings of unknown origin. We really need a grey Pokemon, as well as a steel/psychic flying saucer.
