What are the chances of this pichu ever appearing again?

could gamefreak just make a model of this pichu for sun and moon already and let us transfer it so it can finally get out of heart gold and soul silver?

But they would probably make it untradeable again like cosplay Pikachu. Why do they keep doing this? Is it so hard to put a check in Bank that says "you can't send this Pokémon to this game"?
