For Mirage Spots you only need to activate 3DS' SpotPass, but ORAS SpotPass is activated automatically by doing a thing that requires internet (GTS, Wonder Trade, Battle Spot, etc.), then the PSS do the rest.

Pokémon is one of the biggest moneymakers in vidya.

They have more than enough money to make huge, powerful servers.

They just choose not to, because they're Game Freak, and Game Freak likes to always do the bare minimum if they can get away with it.

Yes, but the prices of the items on the global link were 50% of the in-game prices, and during a limited time now they were 50% off, effectively making a rare candy cost 125 poke miles instead of 500. Easiest way of getting candies if you (wonder)trade a lot.
