Animals don't adhere to things we see as masculine and feminine and neither should Pokemon. A male flamingo is still a flamingo, a female bulldog is still a bulldog. They don't do gender differences for starters and they shouldn't start when Samurott exists. A human perceiving it as feminine would be a non-issue to an animal. It's a good design to me and it's fine without a gender split.
