>>29613349They probably chose Croagunk over Toxicroak because the character design is better at conveying its personality and archetype better. Since it's a fighting game, it doesn't rely on stats so it doesn't matter if a Pokemon is fully evolved, NFE or an uber legendary. Why not give him a chance?
