For one thing the anti-priority is huge and actually negates Sucker Punch plus giving a damage boost to Psychic which lets things like Alakazam go nuts.
Seriously just look at this far as fast special attackers go.
Neutral 252 SpA Life Orb Alakazam Psychic vs. Neutral 252 HP / 4 SpD Snorlax in Grassy Terrain: 142-169 (53.1 - 63.2%)
A solid 2HKO with a bog standard spread on one of the bulkiest thing in the whole Alola dex. That is actually far more powerful than current Raichu with Thunder, LO + Elec Terrain and I think Raichu would need something like a base 110 s.atk to beat it.

252+ SpA Exeggutor Leaf Storm vs. 252 HP / 4 SpD Snorlax in Grassy Terrain: 163-193 (61 - 72.2%) -- guaranteed 2HKO after Grassy Terrain recovery
That is just nuts in terms of pure damage. Tapu Bulu has the benefit of possibly the strongest special nuke in this format benefiting from it's terrain.
They're both things which can reasonably outspeed Alolan Raichu short of the thing getting something hillariously stupid like base 130 speed. Zam if your Psychic Terrain manages to overwrite Elec and Eggy if it gets it's TR up.
