Saturn is a shit-tier villain. You spend half the game chasing Mars and Jupiter around and encounter him, what, twice the entire game? He hardly has any dialogue, a shitty, forgettable team (not that M or J's are any better, to be fair), and his fights could have been substituted with one with M or J. He feels included for the sake of being included and doesn't need to exist.
