Having flat 100 offenses means lacking the power or speed to sweep effectively, so the paper-thin "bulk" becomes an even bigger liability. Meanwhile, 100/100/100 is actually really great bulk, so even with those almost non-existent offenses a Pokemon with such a spread could still get the job done.
