It isn't.

Directly? Buffing its speed to 100+ so it can outspeed many different threats.
Indirectly? Introducing better electric physical attack than Wild Charge (that is not signature to anything). Electivire would probably learn it.

Having access to better ability and/or better fighting coverage would help us well.

Give it Fighting type so it could have access to a decently powered STAB attack in the form of Cross Chop and I think Drain Punch?
A stronger physical Electric move would work too. Buff Wild Charge to 120BP and increase the recoil it deals.
If we're giving out Stat boosts, I'd say 10+ to either speed or attack, both if possible. Lastly, a boosting move would help it shine. Something like Bulk Up or Swords Dance would help it break down walls which it lacks the power to do.
