It has Teleport by default. There is no way in hell Flying would be allow in a city, not to mention you would need a badge to qualified the use of it, and that is assuming if you could find the HM.

I'm pretty sure the only person that would have an Alakazam are either scientists or elite tier trainers. Even the effort of getting one is pretty annoying and we don't generally know how it would be possible by normal means.
