Houndoom evolves into Mega Houndoom, nerf the 100 BST boost by a bit. Give Torterra Shell Smash (applies to most shell pokemon.) Buff Luxray somehow, or just to make physical electric types not shit, make Wild Charge not do recoil to electric types and/or not make Volt Tackle Pika-exclusive.

Also make Miltank eggs have a chance of hatching into Taurus, and vice versa, like the Nidorans. It's weird that despite being paired up often, they're different branches of pokemon instead of different gender forms. It'd be nice for Taurus to have egg moves too.

Butterfree and Venomoth should be switched. Sawk and Throh should have a purple pre-evo. Tropius should be Grass/Dragon.
Also, Farfetch'd should be Fighting/Flying and have Super Luck as a secondary ability.

Assuming it'll be a Gen 5 or lower romhack, you won't have access to Fairy type or moves.

Expand Snivy's and Chikorita's movepools with their corresponding typings.
Let Snivy line learn Psybeam at level 16, Psyshock at level 30, Psychic at level 48, and Zen Headbutt at level 70.

Let Chikorita line learn Dragon tail at level 16, Dragon pulse at level 28, Outrage at level 52 and Draco Meteor at level 72. If you have access to fairy moves, consider Dazzling Gleam and Moonblast at levels 30 to 50.

Water/Dark Feraligatr with the save movepool.
