If Primarina does get Aurora Veil would you really want to battle against a Pokemon that has excellent defensive typing, 100 defense/special defense, decent/great HP, AND the ability to halve the power of physical and special attacks for five turns only for it to stall you to death or set up on you easily and sweep your entire team?! This might also be why Sparkling Aria heals burns. As an attempt to balance it if it does get Aurora Veil.
