If this does boost moves by 1.3x like every other ability of it's type, Primarina will be able to throw off a slightly stronger STAB Hydro Pump with 100% accuracy using Hyper Voice.

Base 117 water move after boost.
Base 175 after STAB.

Not hating on the other starters, but essentially. Torracat's got great attack, but that speed and those defenses means he's most likely not going to able to use it. And he's weak to Fighting, Ground, Rock and Water. Some of the most common offensive types.
