Does it at least get Agility? With that SpA and a Life Orb, it could at least try to do something. A positive nature and 31 IVs max out at 203 speed. Agility would bring that to 406. Would it be able to get it off with that bulk though?

Speed stat doesn't necessarily correlate with the pokemon's movement speed, but the pokemon's speed at landing attacks. Perhaps vikavolt moves around so quickly that it has to take time to line up attacks correcty.
