Sundog is objectively stronger due to it's high attack and speed.
Moondoggo has the same Attack but far lower speed, which instead is distributed to make his stats more "balanced" which just means he's far less effective, however you could potentially play him as a tankier physical attacker and rely on Sucker Punch and Accelrock to compensate your low speed.
